Hmm....

Sheet cake with yellow brick road, green castle on the end of it. Cupcakes can have either 2 characters (Dorothy and Toto) or 2 others on them, or depending on what sex the twins are, maybe Glinda and Dorothy or if doing something simpler, one ruby slipper on each?

Items that can fill in nicely: lollipops (lollipop guild)
poppies
straw and crows
horse of a different color
flying monkeys
oil can etc

Or if going simple, do the start of the YBR in munchkin land...you know the pinwheel effect where it gets started? Then you can write in there "There's no place like home" and have a picnic basket with some apples lying around and there's always the puddle of water with green goo in the middle maybe next to a bucket!

This could be fun. Post pictures!

Such an easy theme to do without ever replicating a copyrighted character. Although intellectual property might come in to play there.
