Is This A Sugar Flower?

I found this pic online on a photographer's portfolio and was wondering if this is fondant or gumpaste? How would you be able to do this on a tiered cake? Thanks for the advice/help!

I'd guess gumpaste or possibly 50/50.

It's on a tiered cake in the picture. You just start attaching the petals from the outside in. It's really just a rose with many, many extra petals.

It looks like a rose...and then all the other petals look like they are attached separately, right onto the cake.

If you go on the satin ice website, then onto videos, look for the Ron Ben isreal video with the red Rose and he shows you how to do this. I'd link you but I can't because I'm on my phone.
