Does anyone know how to make the ruffle flower on this cake?

You can use a few different tools that will give you a different type of ruffle. I have the Wilton Fondant/Gum paste Tool set, I'm sure there are different brands out there. Using the end of a veining tool-hold like a pencil and press&pull out on the edge of the fondant piece. Must be done with a thin foam mat underneath (I use a place mat) Or there is the Ball tool, which has a round ball at the end. Hold like a pencil, mat underneath; run across the edge of the fondant. The ball should be 1/2 on fondant & 1/2 on the mat. Dust with powder sugar if sticking.

There are some good videos at Satin Ices website. There are a couple of them specifically on ruffles.
One by Collette Peters and one by another person who does swag raffles.
