3-D Ni Hao, Kai Lan Cake Using Structures..plus Head Bobble?

Okay. I want to push myself and make a standing 3-D ni hao, kai lan cake. I want to do it with pvc pipes etc, but I want the head to bobble a little. Any ideas how to achieve this? Any sketches would be appreciated since I am a visual person.

What part of the character is gonna be cake or.... would it be possible to do the character in RKT and have the actual cake be the base she is on? If you do the character in RKT then you won't have the weight issue and you would have more options with regards to springs in the pvc pipe at the head for a bouncing motion.

I am trying to challenge myself so I want as much cake in the 3-D figure as possible. Not sure if it is possible for the head to be cake and thinking about transport.

If you do the body as carved cake you can still do the head as RKT and if you do that you can bobble it. If you intend for the head to be cake also, I'm not sure you'll be able to bobble that without possible mishap!
