I use a small hacksaw that I purchased from a cake supply store online. It works pretty well--I can get the plastic dowels even with it.

I went to Home Depot and got a PVC cutter for 16.97 plus tax. My friend in Atlanta had a picture of hers on face book and I thought cool, I could use this for a lot of cake things.
It is hand held and has a sharp blade that is replaceable and sooooo easy to use! I did not have to worry about sawing through with a knife and try to even the top off and cutting it with a saw.
Try one, it's great.
