I am making a 3 tier cake the bottom 2 will be dummies a 14" and a 12" but I am thinking about doing a 10" real cake cover with ganache and fondant for the top
I am wondering if the bottom 2 cakes will support the 10"

Yes, they will support the upper tier. It would be a good idea to skewer the real cake to the dummies if transporting, to prevent it from sliding and toppling if it's top heavy.
