Cupcake Liners

I am new to cupcake baking and was wondering if you all can guide me accordingly.
The cupcake liners I have is 2 in 1 - the outer liner is silver and the inner liner is the standard white liner.
Do I have to bake the cupcakes separately in the white liner then transfer them back in the silver liners, or can I proceed to bake them as is (each silver and white cupcake liner together?).
Additionally, should the cupake pans be sprayed, oiled or greased before the batter is poured? In this instance I am using silicone pans.

Or, actually looking at some liners online, I am not sure if there are two designs - silver and the standard white liners, which I received in the pack. Therefore, I can use them separately/together?

I have used the same liners and used both the silver and white for one cupcake. Not sure if the white on its own is sturdy to be used on its own but could be wrong....never thought about splitting it to be honest.
