How Do You Attach Flowers To Flowers

HI,
when you are adding roses or any flowers to tiered cakes how do you attach the roses after you've built your base on the cake. For instance...The ledge on a 12" cake with a 10" above there is room for roses to sit. If you want to build up the side of the cake with roses how do you get them to stay and not fall off. gumpaste glue to other roses below ? wire them? if you wire them do you wrap the wire in fondant or gumpaste so you can shove into the cake?
So what Im looking for is a cascade effect but don't know how to attach so they don't come off the cake.

I have never done it, but my understanding is that you build the cascade from the bottom up. Each layer rests on the one underneath it.
