Take a couple of aspects of what you see with pistol pete and do a variety of cupcakes. Such as: his face on a few, a gun on a few, OSU on a few, football on a few (if that's part of your theme). You can do an edible image instead or of each aspect. You could do FBCT of each thing if you're not doing fondant. If they're small pictures it shouldn't be horrible work (depending on how many you're doing). You can do some cupcake wrappers out of scrapbooking paper to help with the theme (orange and black, football, just orange or just black. You should be able to get three wrappers out of one 12 x 12 sheet.

Why not make fondant orange cowboy hats for your cupcakes?
You could do some orange iced cupcakes and some black iced cupcakes.
You could make an orange pennant out of fondant and write OSU with edible marker on it.
