I was reading around the forum and I saw where people were putting vodka in luster dust to paint it on cakes. I've never heard of that before! When I use it I just dust the dry powder on the decorations. Is it better to mix it with alcohol?

I don't think one is better than the other, it depends on the look you are going for. Usually dry dusting is a more subtle look. Painting with it mixed with alcohol (ever clear is my fav) is usually a darker mor bolder color.
