i would like to make something similar to this

however, i do not have any frill cutters yet (ordered online) ...i was wondering if anyone new of some alternative that i can use? i would like to make these frill strips for a cake this weekend

Maybe you can use a scalloped cutter or a daisy cutter and go over them with tooth pick to frill them.
