Do you know if this would be safe to leave out unrefridgerated when filling a stacked cake or cupcakes?

I wouldn't. Not enough sugar to preserve it.
i never know the the ratio/ percentage... do you know if there is a "rule of thumb" I can go by?
That one needs refrigeration!
