Are Cake Separators Dummy Cakes?

Are cake separators and dummy cakes the same thing? I have a bride who wants me to put hydrangeas into dummy cake separator tiers. Where do I buy these?

Yes they are, they're just flatter. Global Sugar Art sells them. I'm pretty sure you could find them at almost any cake supplier.
