i ws asked to make this and have noooo clue how!
It looks like that particular techique was to lay a layer of white fondant down first, then cut pieces of purple and gold and lay on top. Make you a template of the size of the fluer di lis you need, then cut your white fondant out. If you let it lay a bit, then it won't stretch out of shape before you move it to the cake. Or you could do the entire fluer di lis including the purple & gold pieces, let lay to stiffen up, then move to your cake. HTH.
I to need to make this fluer di lis, I was thinking either a buttercream transfer or the fondant cut outs, haven't decided which way to go. Good luck
