How To Support Dog's Head On A Dog Cake?

Help me please! I'm trying to figure out how to make and support the head of a dog on a dog cake. I've thought of just making the body (short, fat dog, sitting on a flat surface) out of cake and having the head out of covered RKT, but that head will be sort of leaning out or cantilevered out from the body. How do I support it? How do I anchor it into the body? Should the whole chest-front be RKT too? I'm completely baffled!

You might want to take the Ace of Cakes route, by which I mean fastening a length of food-safe PVC pipe to a wooden base at the angle you want the neck, before you put the body on the base. I think doing the neck and head with RKTs is a good idea.
