How To Do Scalloped Edges?

I have a wedding cake to do and they want the cake covered in fondant which I can do but they also want another layer on top of that that is scalloped almost like a wave. And I'm not sure how to do the top part. I'm posting a picture of the one that they gave me in my photos...its the only one in there. The blue part is what I'm not sure what to do.
Any opinion will be appreciated.

If it were me, I would roll out that top piece, and cut it in a circle with a diameter an inch or two larger than I need it. Then I would just freehand the waves with an exacto knife. Lay it on top and there you have it!
