making a vintage themed birthday cake, I thought these ruffles would be cute, but I don't know where start. TYIA!

It looks like they used a round cutter with scalloped or wavy edges to cut the fondant, then softened the edges (with a tool or just use your fingers) and overlapped them in layers.
