Arranging Flowers On Top Tier

I'm making a wedding cake for Saturday. I'm putting ribbon roses on the top tier but I'm not sure how to arrange them so they mount up a bit. Do I put a mound of icing on it them put the flowers on top of that?? This is a sketch I did of the cake. Any suggestions would be great!!

I use the mound of icing trick all the time. I also used green icing for the mound so if any of the mound showed thru the flowers, it looked like part of the green leaves (that I'd add on to fill the gaps anyway).
