How do I make that design without the cricut? Is that icing or fondant? TIA

You could buy a stencil, Designer Stencils has some nice ones.

Can't remember where I saw this but you can print out a damask design off computer, place parchment on top and pipe with royal icing, allow to harden(at least 24 hours) may need to go over 2 times then peel carefully and stick (do the edge of the table trick). May be easier to do with candy melts or chocolate. Don't think it will break as easy.

Several ways to do it. You can buy the stencil and use royal icing and spread a thin layer across the stencil and carefully lift up. You can use the same stencil with airbrush. You can also use an edible image and print it out and apply with piping gel. Or you can buy the premade ones from Luck's and do the same thing. Depends on how much work/money you want to spend on doing it. The cheapest would be printing out the design and using a pin and pin pricking the design on the fondant and then going over it with icing.
