Tutu?? What Should I Use?

Any ideas on how to make an edible tutu? I am making little dresses for a baby shower and some of the ones I am designing the cakes after have the tutu type material around the bottom. . any ideas on what to use to get this effect?

Cotton Candy?

I had a bad experience putting cotton candy on a cake once. At least it was for a family member so I was at the party to fix it. If you live in a very dry climate you might get away with cotton candy, but any humidity will turn it into a pile of pink mess.

I was thinking you might be able to do something with sugarveil. you could make multiple pieces of pink mesh and layer them.

it wouldn't look as fine a real tulle but it would be edible and have the airiness of a tutu.
