Ruffles And Seperators, Oh My!

Hey everyone, hope you all are having a good start to the new year! I'm needing a little bit of help, here are my two questions:
1. How difficult is it to do ruffles on the sides of a cake? I'm talking about the dress style ruffle, what's your best guestamate of time it would take to do a 10" round?
2. For seperators between tiers, what's the best material to use? Do you cut a dummy tier cake in half for your seperators?

what are you planning on making the ruffles out of? Fondant? Buttercream?

For the look i'm going for i will either be making them out of fondant or gumpaste.
