I need to make chocolate buttercream frosting and just realized I'm out of milk. I have canned evaporated milk and heavy whipping cream. Could either of these be used?

I would use the heavy cream. Evaporated milk will work too, but cream has a better taste.

You're gonna love the texture of your BC with the heavy cream. I use it all the time! thumbs_up.gif
