How Can I Get This Color Effect On Cake?

I have a friend who is getting married... She sent me the following picture as an example of the color effect she wants on each tier.... I dont have an airbrush... I was thinking that maybe some blue color dust would do the trick... What do you think?? And how should I apply it??

you can get cans of spray food coloring... I think it's Wilton brand. Michael's probably has it. Any cake supply place has it.

Is it going to be fondant or buttercream? If fondant, the dusting might work but the color might not show up as rich as in the pic. I've never dusted color on buttercream though so i'm not sure about that. I got a complete airbrush system from tcpglobal on ebay for around $70 if she is insisting on a design that requires airbrushing you could consider an upcharge to help you pay for it. I got the same airbrush system as Hollyberry91 from eBay also. I love it!
