Each year the bridging ceremony marks a milestone in the lives of a Girl Scout. It is symbolic of the change of rank from one level to another.
You could do a cake with a bridge and a girl crossing over to the next level. Look on the internet for ideas of what the badges look like and use the symbol for girl scouts.
