I am going to be baking a 9 in round and a 7 in round cake today. I am going to cover them in fondant and I want the 7 in to stack on top of the 9 in. Do I need to put a cake board in between? Do I need to use dowel rods? Please help this is my first tiered cake and I will be giving it to my boyfriend tomorrow afternoon. Thanks

Yes, you should use a cake board in between and use supports for every 4" of cake height.
