How Do I Cut Plastic Dowels?

Is there a tool out there I can use to cut the plastic dowels evenly? I was watching one of the cake shows and noticed someone holding a tool and a plastic dowel. Was wondering if anyone can direct me on how to cut these dowels evenly. Also, should I cut the dowels flush to the top of the cake, or a little below the surface?

If they are the Wilton soft plastic dowels, a pair of scissors works. After you cut your first dowel to the height required, hold it along side the next one that you're going to cut so they're all cut to the same length.
