Cake Topper Size-Need Help

Can someone tell me how big a cake topper should be? It's going to sit on top of an 8" cake and the 8" cake will sit on top of a 12" hexagon cake. I just don't want to topper to look lost ontop of the 8" cake. And would like some idea of how big it should be. It's going to be a teddy bear holding rosary beads.

I usually get a cake tin that is the same size as the cake it is going to be on and use it as a guide, start making your topper and just sit it on the tin, if it looks a bit lost make it bigger and vice versa
