One of my first cakes was Hello Kitty and I made the topper out of gumpaste. In hindsight, I should have done 1/2 gumpaste and 1/2 fondant so it would have been easier to make since it was my first figure and I was pretty slow. I used the party plate as the guide to shape Kitty and dressed her to match. The head was on a toothpick that I inserted into the body once dry. Here's the link:

did you want to make it 3d or 2d??

i recently self taught myself to make a betty boop topper but she was 2d... i used fondant with trag added and coloured it to her skin tone. I then cut out the template and let it dry for a few days before colouring her in with edible markers...
it was something i chose to do to ensure she didnt have the "massively amateur" look about her when trying to model in 3d

Anyway this is just an idea
