Color the fondant for the anchor a slightly yellowish or pale tan color (or leave white but the slightly colored fondant makes applying the gold easier) and paint gold with a mixture of Gold Luster Dust and vodka. You can get the dust from a craft store that carries Wilton products (Joann's, Michaels). For the letters, color a bit of fondant Navy blue and then cut out the letters.

Do you have access to Americolors? Otherwise Royal Blue with a titch of black.

Satin Ice sells a blue fondant. It's not navy, but if you add the Americolor navy gel you can get a good navy w/o having to add a ton of coloring.
