Uneven Top Of Cakes?

So, I've become pretty adequate at frosting cakes, but I still have issues. I can get the tops and sides pretty smooth, but the top just isn't level. It's all uneven and I can't get it to look flat.

What can I do??

Do you level the hump before icing, by trimming it off?

and turn the cake over so you are actually icing the "bottom" of the cake?

I use the bake-even strips, and level whatever residual unevenness is left...

I'm sorry, I don't think I was very clear. My cakes start off level, but after I put icing on, and smooth it out, it gets uneven around the edges. When I put the border on, it looks "hilly"... I hope that helps, I'll try to find a pic of one of mine that exemplifies this problem. I think maybe my frosting melts a little bit, and leaves me with a non-flat surface...
