is there a certain way or tutorial on how to assemble the cut cake layers in order to fill and stack them...like all cut sides down or baked sides down or does it matter at all?...thanks

Put your cut sides towards the middle (if you're layering) or cut side down (for sheet cakes) This limits the crumbs you have to deal with and makes a nice neat surface to ice.
