Welcome to CC! I found this picture through goolgle, I have two ideas you might want to consider.

Do an edible image on top and do fondant accents around the sides and borders in the blues, golds and turquoise etc.

Or

Try to do this at least a week in advance.
Get an edible image made; roll out 50/50 fondant/gumpaste (thick enough to not be so fragile); brush a thin layer of piping gel over it (big enough ares to lay the image on), carefully peel off back of image and lay on fon/gum. Plave a viva (Viva is the perferred choice here for smoothing icing, soft and no texture) paper towel over it and smooth over the entire image (especially the edges) using a fondant smoother. Let set for about 10-15 mins. then cut out image using a sharp exacto knife. Let dry on parchment paper covered cake board 24 hrs. ( keep image away from direct sunligh) then flip over and dry 24 hrs., flip back over and place in a cake box til needed.

Once completely dry, place a popsicle stick on the back of the image using white candy melts to adhere and stick in the center of cake (topper).

Decorate the cake in the colors from the picture. It would be nice if you iced the cake in blue and made a few of the gold symbols that's in the background or you could just use small gold stars and gold dragees randomly around the cake and make a fondant ball border in the other colors in the picture (turquoise, blue, orange, golden yellow etc.)

Above I didn't put it in order; I meant decorate first then image plaque is last.

Here's a tutorial on what I described; it's called an image icing plaque.
