How Do I Make These Flowers?

I'm re-creating this cake for an upcoming wedding and I'm still wondering how I am going to create the small flowers that are around the swirls. They almost look semi- transparent to me. Does it look like they are painted on or are they fondant cut outs? Thanks for any suggestions!

They look like gumpaste/fondant cut outs to me.

my eyes are not that great, so hard to tell, but maybe it is brush embroidery?

Beautiful cake! Wish I had a magnifying glass, but I think possibly gumpaste or fondant. They look like they are 3D. (could be my eyes!) Good Luck

It is hard to tell but I would say brush embroidery is your best bet.

Thanks everyone! I'm sorry the picture is very small so I can't enlarge it but I'm talking about the really tiny flowers - they almost look like dots on this picture but they are tiny flowers. Maybe they are just painted on?
