For those of you who have rented or currently rent kitchen space, how does the health department 'inspection' work?

I am in California and I know that when I worked at a kitchen, we were inspected quarterly. I asked when I was on the phone with the HD and they said they would request to meet me at the kitchen but it seems weird. What if I have no orders at that time? And my kitchen only stores for you when you have enough time used so I wouldn't store things there until I have more volume.

Any insights on how it's worked for you?
