What kind of picture? An edible image or FBCT? If its a fbct then look in the artcles section on here. There are instructions for fbct and the person is using a cupcake cake for demo.

You can take the picture, put a piece of wax paper over it and trace the outline with piping gel. Then just turn it over and lightly go over the lines with a brush to transfer the outline to the cake. Then just fill it in with a star tip or something. You have to make sure (obviously) that you've already iced the top of the cake.

Piping gel transfer if you want outline and decorate directly on the cake.

Cookie cutter imprint if possible.

Frozen buttercream transfer, color flow/royal icing transfer, or chocolate transfer if I want something flat and not decorated with stars.
