How Do I Attach Ribbon To A Cake Base?

Can someone tell me how to attach ribbon to a 12" cake base? I may cover it with fondant, so I'm wondering if the technique is the same for just the base or over fondant?

You mean the edge of the board? Just use what ever adhesive you usually do - I use a glue stick.
Having fondant on the board doesn't change that.

I use pretty pearl-head pins to attach ribbon to the edge of a cake board, but if the board is covered in fondant and I know I'm edging it with ribbon, I don't bring the fondant down over the side of the board. It's a waste of product.

I've used glue and like Cakepro..I've used "pearl head pins". I also don't bring my fondant over the "side of the board" as was mentioned..it's a waste of product to do so.

i use double sided craft tape the same thickness as the ribbon, works really well
