I would say a 172 for the first cupcake..which is a large version of the 199 and just a 12 for the second picture. I maybe wrong..I'm sure someone else will pop in with their opinion.
The first one is a french tip and then second is the round tube swirl. You can get them here http://www.bakeitpretty.com/item_304/Best-Ever-Cupcake-Icing-Kit.htm one thing about these tips which I have bought are they are huge and put out a lot of frosting, I think to much so If I would buy them again I would try to find them in a smaller version, the round one works well especially if your icing is thin.
If you're not using the Wilton couplers, you can just use an open coupler to achieve that second cupcake.
the "large swirl" is # 1-A, and 809, 829 for larger
