Handcuff Cookies

I was asked to make pink fuzzy handcuff cookies for a friend of mine who is being transferred to a different department. Any ideas?

Here's the first thing that popped into my head; make separate cookies in a hand cuff shape and connect them with a real ribbon through holes where the chain would be. Coarse pink sugar could suggest a fuzzy texture.

Doughnut cutters, Hershey's mini chocolate bars (for the lock part) with pink coconut, pink jimmies, or the like for the fuzzy covering?

The only handcuff cookies I recall seeing were by Sweet Sugar Belle on Flickr. Loved them! I think it looks as though she's used an "8"-shaped cookie cutter?
