Help With Shoe Cake

I'm currently working on a fondant (not gumpaste) shoe. Struggling to attach the top to the base. What is the best medium/glue to attach fondant to fondant - water/egg white?
I would also like to cover the top in tiny silver dragees. Again, what medium should I use? Would egg-white work better than water?
Any advice would be greatly appreciated.

I used royal icing but I already had some made up for another project!

You can use water (that's what I use) and I've heard some people use a little piping gel.
