Probably easiest just to google "bubble tea straws"

A simple explanation is they are straws that are fatter than normal drinking straws. You can find them online and they are also commonly found in Asian grocery stores. They were originally created so that tapioca pearls could be sucked through the straw, I believe.

Many cake decorators will use them as supports because they are cheap and very easily cut to the correct length as opposed to wooden dowels. You will have a lot of people that only use bubble tea straws and you will have a lot of people that only use SPS.
