Some Sort Of Spray Coming Out Of The Top Of A Cake?

I was wondering if anyone knows how this was done or if it was bought somewhere?

does anyone know how to do it, what kind of paper it is? or can you buy something like that, and if so where?

Just some craft type paper cut in strips and then curled with scissors as you do on presents and then gather together and secure with maybe cellotape and then put into a flower pick, my guess anyway

I've seen those in bunches on a stick you could probably just insert into the cake---check a florist or party supply
