I buy mine at Michaels, AC Moore or Hobby Lobby using 50% off coupons. I find that I save a lot of money that way.

If your a licensed business with a tax number, you can open a wholesale account with CK Products and order them from there. They also have 1/4" drums. Reasonably priced as well and fast shipping
