St. Patrick's Day Hat

Can someone help me out and tell me how to make this hat? Would I just stack 9in rounds and carve or make an 8in round and stack 9in on top then carve to shape?

You can do it either way. If you use smaller cake on the bottom you will have less to cut off.

The one in my album is stacked 6 inch that I carved down. now the bottom of mine, the brim, is cake but it looks like they used fondant for it in this case.
