How Do I Make The Hair Spikes On Eebee?

I need to make a figure of Eebee, which is pictured below. I'm thinking of doing the body and head from rice krispie treats, covered in fondant, but I'm not sure how to do the hair spikes. Any suggestions?

make them out of fondant beforehand, let dry and stick on with some gumglue

wrapping fondant around a dowel and then stick them into the head the dowel will be for the support

I ended up rolling out some fondant, and sticking a lollipop stick into it and using that to stick into the head. Thanks for the help!
