I order a lot of bags from this site, these are 4 3/4 x 6 3/4 and fit my 4 x 6 cookies.

They're 4" wide but they have pleated sides and will fit a cookie a little bigger than 4" I've used them with a cookie cutter that was 4 1/2" and they fit fine.
If you have a Hobby Lobby near you, they're only $2 for 48 bags.
I also swear by uline.com. They are pretty inexpensive and come in tons of sizes tmaterials.
