Questions On Packaging Cookie Bouquets

I have 4 cookie bouquets due on monday and while I have made them in the past Im now wanting to try and get the tissue paper up to the bottom of the cookies, not just around the foam itself. Kinda hard to explain, but I like the look of the tissue paper up covering the sticks on the cookies. Any hints/tips on how to do that? Thanks!

Someone here had recommended cutting out squares of tissue paper and sticking it to the back of the cookies (the cello). That way the sticks will not be seen from the backs.
