is this a good recipe for decorated cookies (not much spreading and not too hard, like NFSC)?

No, they didn't spread much at all, and are not hard. In fact, I tried using them for a cookie bouquet once, and they were so soft they couldn't handle their own weight, so they sagged and tore. I was disappointed.
