Not sure if the roses on page 5 of this thread are close enough:
It's done with a big ass star tip like the 1M or the biggest Ateco open star tip (can't think of the # off the top of my tired head). Start in the middle and work your way outward. Takes a few tries to get the motion down, but that's they way you do it. Easy peasy!
yes, i use the 1m and hold the bag perpendicular to the cupcake, working from the inside out!!
