I'm new here - and looking for help.

I've been a fan of Bella Cupcake Couture for a while on Facebook...

Does any one know how this icing is done? It looks so good - but I can't figure it out! Tip #?? technique? Any help please!

Could it be a rose tip? Like doing a ruffle just in a circle on the cupcake?

Agree, just go around the cupcake with the rose tip to make ruffles, lots of work though....

If you've already tried that and it didn't give you the right effect, try raising the bag higher/further from the cupcake. If the frosting "falls" from a bit of height, you get more air under the layers, which gives it that draped look. Did that even make any sense?

I agree with skirts, too much icing.
