It looks to me to be a fondant ribbon that has been textured (in a mold?) then dots piped on.
it too.. looks like they used a lace (mold) and not a mat.. to get this look.. very beautiful!!!
It almost looks to me like it might be royal icing piped in an overlapping swag pattern.
If you are NOT confident in your piping don't try and re-create it - try and modiy the design to fit within your skill level.

Silicone molds yep and pearls...that or possibly that one kind of icing that is bendable...can't remember the kind....it makes flexible dried pieces like lace.

Loucinda-- which page did you find it on? i looked, and the page just shows some stencils.
If you click on the culinary part of their website, it is the very first stencils you see - I believe the cake photo you posted is done with those stencils. I am about sure of it - same design. They have just added some pearls to it after it has been stenciled on.
WRONG - SORRY - I clicked on the actual stencil, and it is too wide. I haven't looked at the whole site, but if you look closely at the picture of the stencil - you can see it is about the same design (camilla rose) - maybe there is another stencil that is smaller? (not as tall??)
I still think that is possibly how it may be done......
